You can apply for the Medicare Savings program if you have Medicare Part A (the Medicare Savings Program may pay the Medicare Part A premium for you), and if you meet the resources and monthly income limits.

Medicaid
Medicaid is a state-administered program that provides medical care to certain individuals and families with low incomes and resources.
You should look into applying for Medicaid if you can not afford senior health insurance, are 65 years old and older, disabled or eligible for other government aid.
Individuals must meet various restrictions.
Medicaid will help certain Medicare beneficiaries with their out-of- pocket expenses.
Medicaid covers in- and outpatient hospital services, doctor visits, and long-term care services such as nursing home care or community-based care, among others.
Medicaid nursing-home benefits outlast those offered by Medicare (which always end after 100 days in each benefit period).
Additional services (e.g. coverage of prescription drugs, hearing aids, eyeglasses) are optional and are elected by states.
